An exchange is a commercial business whose own customers treat as public property. Fee schedules get read as policy, outages become hearings, and data pricing turns into a five-year regulatory review
Exchange groups, MTFs, futures and options venues, clearing arms, index subsidiaries and the connectivity layer between them all carry the same contradiction. Members lobby against tiered pricing and sign the renewal in the same quarter. Issuers want visibility and resent the listing rules. Regulators treat a private company as infrastructure because it became one.
Reporters covering venues have followed them longer than most of the executives now running them. They know what an order type does, what internalisation costs a broker, why a member objects to a fee tier. They can tell inside a sentence whether a spokesperson understands the market or was briefed on it that morning.
Most venues prepare for that conversation during the outage. We prepare people for it in the eighteen months before, when nothing is happening, and nobody has called.
